Mindeporte, beyond the obstacles in 2020

If the year that ends had been a competition, without a doubt it would have been one of the most complex in the history of the Ministry of Sports. The plans, programs and projects of the entity were not alien to the global situation due to the pandemic, however, the portfolio that is just approaching its first year and a half of creation did not hide behind excuses and with creativity and teamwork launched its annual action plan for the benefit of Colombians.

For example, it made recursion an engine to reactivate the country’s economy through the hiring of 249 coaches for the same number of sports development centers, in addition it invested more than 6,700 million pesos in the creation of the Talentos Colombia program, whose impact it reaches 87 municipalities in the 32 departments.

As is customary in the team led by Minister Ernesto Lucena, they turned their gaze towards the sports reserve with the implementation of the Advanced Development Projects, PAD, an initiative that seeks to project future champions in sports such as track cycling, judo, squash , underwater activities and table tennis, among others. The entity even undertook the task of creating the continental team Colombia Tierra de Atletas, made up of 20 runners in elite and sub 23 categories, as well as the women’s squad that bears the same name, a symbol of gender equality, and the team sub 23 Talentos Colombia, for which Mindeporte invested around 4.7 billion pesos.

Literally, neither the entity nor the calendar stood still. Another of the successes was the realization of the Supernational Fedekart Mindeporte 2020, the Professional Men’s and Women’s Basketball League, the Women’s Soccer League, the Women’s Volleyball Super League and the Professional Baseball League, events that in addition to the financial support that exceeded 2,300 million pesos, had the leadership and human talent of the highest entity.

The social heart of the entity also did its thing during this year. In more than 90 PDET municipalities, the Department of Development and Development allocated more than 3,700 million for the implementation of six missionary programs that allowed the hiring of 247 people among trainers, promoters, coordinators, monitors and liaisons. And they were not satisfied with it. Before saying goodbye to this unusual 2020, thanks to an additional investment from the association agreement of over 2,100 million, from the Sports + program, the management will impact an approximate total of 25,000 beneficiaries in the 170 PDET municipalities.

And not to mention the presence in the regions -of course, complying with the biosecurity measures-, which was a boost for the economy and the sector. With an investment of more than 13,500 million pesos from the Sports Schools for All program, the Ministry reached deep Colombia, specifically 334 municipalities, with 22 sports disciplines, benefiting more than 6,700 boys, girls and adolescents.

A winning formula

The sum of sport and education did not stop being a protagonist during 2020. The Intercollegiate Games received an investment of close to 18,000 million pesos, resources related to incentives for champions, from which 210 athletes benefited. All of them already have 40 million for their higher education studies.

Similarly, the program delivered more than 14 thousand sports and 700 technological elements throughout the country for Intercollegiate champions. To this was added another great news, the resources for the next term, which will be accessible to about 200 athletes.

Health first

Transform, inspire and unite. These three words were conjugated during the health emergency thanks to the coverage and promotion of Habits and Healthy Lifestyles through the Movement Route, which began its journey from May 1 and ended in December, with a presence in 100 municipalities 23 departments and more than 687 sessions, in which around 26 thousand people participated.

The good use of virtuality allowed the entity, through Facebook, to reach Colombian homes with physical activity sessions called I train at home, which began on March 18 with an impact in 25 departments, with more than 63 emissions and a participation of more than 498 thousand people.

Something similar to a home run with full bases, Mindeporte achieved with the creation of Todos por Colombia, a project that reached a number of hiring of 1,377 people, 996 through co-financing agreements and 381 through this strategy. Said contracts were made in more than 1,000 municipalities and departments where the internal work groups of the Directorate of Promotion and Development such as Physical Activity, Recreation, Community Social Sports, School Sports and Intercollegiate Games are present, with an investment of more than 33,700 million .

Transparency, a non-negotiable value

Legal sport deserves a distinction. That is precisely the roadmap with which another of the Ministry’s directorates works, that of Inspection, Surveillance and Control, which this year achieved the consolidation of the Research and Documentation Center for Soccer, in which two bulletins and there is one more under construction. And not only that, but it also collected information on logistical and security aspects of 365 professional soccer matches played in the national territory, in addition to the exchange of experiences in the Cali Observatories, as well as training sessions for the members of the soccer bar Los del Sur, from Atlético Nacional.

His tireless fight against money laundering and financing of terrorism inspired the work team to sign a pact of supervisors of the real sector between Mindeporte and the Financial Information and Analysis Unit, UIAF, as well as the delivery of quarterly reports made in the SIREL platform of the same unit.

This directorate, which receives a significant number of requests and administrative procedures, set about managing more than 3,700 registered with the Internal Amateur Sports Group, while 2,129 were processed from the Professional Sports Group. As for the Internal Group of Administrative Actions, they have issued 86 administrative acts.

With a view to the XXII National and VI Paranational Games, Eje Cafetero 2023, IVC in the regions provided training to 66 organizations in Antioquia, La Guajira, Cesar, Córdoba and Risaralda. To this work was added that of the Virtual School of Sports with training in sports administration, which impacted 28 departments and more than 500 people.

Infrastructure works that build social fabric

The Pacific mission of Colombia Tierra de Atletas gave its fruits at the beginning of the year with one of the largest projects in Chocó, the Quibdó Sports Unit, which had an investment of more than 53,000 million. The dynamics continued in the second semester with the restart of 39 works in the departments of Boyacá, Cundinamarca, Meta, Santander, Guaviare, Chocó, Nariño, Antioquia, Huila, Bolívar, Córdoba, Atlántico, La Guajira, Magdalena and Cesar, for more of 100,000 million.

The city of Ibagué was also met by Mindeporte, especially the Coliseo Mayor, whose process is under tender. Restoring the dignity of the department of Tolima will be a reality after what happened in the National and Paranational Games of 2015, a promise that will have resources close to 43 billion.

In the midst of the pandemic, the entity went beyond the obstacles and moved the economic reactivation of the country with the delivery of works for more than 15,000 million pesos in Meta, Córdoba, Antioquia, Tolima, Caldas, Huila and Caquetá. And it added the attention to more than 600 mayors, with technical assistance for the formulation of sports and recreational infrastructure projects.

The cherry on the cake will be put by the portfolio with the signing of 75 agreements in 19 departments: Antioquia, Atlántico, Bolívar, Boyacá, Caquetá, Casanare, Cesar, Chocó, Córdoba, Cundinamarca, Huila, La Guajira, Magdalena, Nariño, Risaralda, Santander, Sucre, Tolima and Valle del Cauca, with an investment of more than 261,000 million, with which it hopes to generate more than 37,591 direct and indirect jobs by 2021.
